A brutal series of murders shocks the residents of New York. The ruthless killer appears to be a police officer who repeatedly operates at night, insidiously and with unusual brutality. Investigating officers are baffled, as no trace of the killer has been found. Panic erupts in New York. At night, the population feels watched and persecuted by the police. The prime suspect is the young police officer Jack Forrest, who became involved in the murders through unfortunate coincidences. Together with his girlfriend, he desperately tries to prove his innocence.
