Professional terrorists kidnap the children of Ukrainian leader Musayev so they can secure the release of their followers. If this demand isn't met, their leader, General Topov, will initiate the explosion of a Chernobyl reactor. His arsenal also includes the latest Universal Soldier, known as the NGU, which eliminates several standard UniSols in the event of a botched American rescue operation. This leaves the US military with only one option left: former UniSol Luc Deveraux, who must first be reactivated and made fit for deployment. However, the NGU isn't the only major threat, as a modified clone of the former UniSol Andrew Scott is also on the terrorists' side, forcing Deveraux to face two extreme opponents and triggering a battle like no other!
