Secret Service agent Jim Hart's well-deserved retirement is cut short: Two days before his scheduled retirement, he is shot dead in cold blood. When his longtime friend and partner Richard Chance (William L. Petersen) finds him dead in a dumpster, he vows revenge. Obsessed, he hunts down the despicable counterfeiter Eric Masters (Willem Dafoe), whom he holds responsible for his colleague's murder. His relentless campaign quickly pushes Chance to the limits of legality – and so he and his new partner John Vukovich (John Pankow) increasingly resort to the bloody and corrupt methods they fight against every day.
