A new skyscraper by architect Doug Roberts rises 138 stories in the heart of San Francisco. Upon returning from vacation shortly before the grand opening, Roberts discovers during final tests that cost-cutting on the wiring—at the expense of safety regulations. This leads to disaster at the inauguration party: A short circuit triggers a fire on the 81st floor. As the fire spreads below, the partygoers are trapped at dizzying heights.
