A brutal series of murders shocks the residents of New York. By all appearances, the ruthless killer is a police officer who repeatedly operates at night, insidiously and with unusual brutality. The investigating officers are puzzled, as there is no trace of the killer. Panic breaks out in New York. At night, the population feels watched and persecuted by the police. The prime suspect is the young police officer Jack Forrest, who was implicated in the murders through unfortunate coincidences. Together with his girlfriend, he is desperately trying to prove his innocence.

In the criminal streets of New York City, he finds a like-minded serial killer who assists him in his crimes. Only the fearless police officer McKinney dares to fight the schizo duo and their machinations. But when the serial killer is caught, the "Maniac Cop" attacks the police station and a bloody massacre ensues...
