In a dystopian future Japanese city called Megasaki, corrupt Mayor Kobayashi issues an executive decree exiling all canine pets to a vast, remote garbage dump known as Trash Island due to a canine flu outbreak. Twelve-year-old Atari Kobayashi—the mayor's orphaned ward—pilots a junior-turbo prop aircraft across the river to search for his loyal bodyguard-dog, Spots. On the island, Atari teams up with a pack of resilient mongrel dogs (voiced by a star-studded cast) to embark on a perilous journey that will ultimately decide the future of the entire prefecture.
