In the early 1980s, the small port of Alamo Bay, Texas, is peppered with Vietnam veterans who are struggling to make ends meet. Tensions ignite when local business owners begin renting their boats to hard-working Vietnamese refugees. Shang (Ed Harris), a volatile local fisherman on the verge of losing his livelihood, resents the competition and blames the immigrants. Fueled by financial desperation and stirred up by Ku Klux Klan recruiters, the anger in the community boils over, leading to escalating violence. Caught in the middle is Glory (Amy Madigan), Shang's lover, who attempts to bridge the divide while managing her ailing father's shrimping business.
